How much oil does the U.S. need to import in order to meet demand?

I am having difficulty in reconciling the statement that the U.S. is nearly energy independent.  We can only supply 49% of our daily requirement ( 9.2 / 18.9 = 48.7%) based on our own statistics.  I guess this is a “the glass is half full” view… almost.
